Development of the WCI programme by Main Roads WA entailed planning and design of urban and landscape elements including bridge structures, noise walls, tunnel entrance areas and 
landscaping. 
WCI focal areas in 2018 works included the Causeway (Stage 2), the interchange at Great Eastern Highway / Orrong Road and the East and West Portals of Graham Farmer Freeway.
Commissions have been awarded to artists to develop applied treatments to noise walls and 
major structures along the routes. 
Plant palettes were developed in consultation with the Botanic Gardens and Parks Authority (Kings Park) to emphasise foliage contrasts and achieve complementary mixes of year round flowering species. 
In feature landscape areas, plant materials are contrasted with hard landscaping including resin bound gravels separated from planting areas with edging.  Hard and soft landscape construction was carried out by Main Roads.
Large areas of landscaping are being established without irrigation and site preparation, timing of planting, favourable winter rains and follow up maintenance will be critical to successful establishment. 
The WCI scope includes the development of a maintenance strategy to ensure landscape treatments are consolidated and reinforced in future years
